  – As a form of commitment to efforts to increase and improve and to increase knowledge and understanding in optimizing business activities for recruiting and placing ship crews in a comprehensive and measurable manner, the Ministry of Transportation cq. The Directorate General of Sea Transportation through the Directorate of Shipping and Maritime Affairs held Technical Guidance on Services Businesses Related to Ship Crew Agency for Fiscal Year 2024 at the Grand Mercure Harmoni Hotel, Jakarta, Tuesday (27/8/2024).


Opened by the Director of Shipping and Maritime Affairs, Dr. Hartanto, this Bimtek was attended by a total of 150 (one hundred and fifty) participants who were companies that had a Ship Crew Recruitment and Placement Business Permit (SIUPPAK).


In his speech, Hartanto expressed his hope that the implementation of Bimtek can become the main driving force in providing contribution, synergy and acceleration to increase absorption capacity to the maximum, professionalism and competitiveness, so that Indonesian Seafarers can get a decent opportunity to work on board ships in the future. changes in the development of industry 4.0.


"I hope that this Technical Guidance can be a means of developing human resources for Indonesian Seafarers that is right on target to produce Indonesian Seafarers who are professional, reliable and competent in their fields, so that they can compete in welcoming change and also to support Indonesia's vision as the world's maritime axis," he said.


Hartanto also reiterated the commitment of the Directorate of Shipping and Maritime Affairs to continue to make improvements and increase its role as a regulator who is able to improve digital services by increasing capacity and building synergy with stakeholders, one of which is by holding Technical Guidance for Business Services related to Ship Agency in 2024.


The substance of the recruitment and placement of ship crew, according to Hartanto, has been regulated in Government Regulation No. 7 of 2020 concerning Maritime Affairs and Minister of Transportation Regulation No. PM 59 of 2021 concerning the Implementation of Service Businesses Related to Water Transport as well as in compliance with international conventions concerning maritime employment, which has been ratified through Law no. 15 of 2016 which is the basis for implementing business activities for recruiting and placing ship crews which need to adapt to sustainable needs in the future, especially for Indonesian seafarers.


For your information, this Bimtek activity will be carried out for 2 days, from 27 to 28 February 2024, at the Grand Mercure Harmoni Hotel. This Technical Guidance presented various resource persons, including the Head of Sub-Directorate for Maritime Affairs of the Directorate of Shipping and Maritime Affairs of the Directorate General of Sea Transportation as well as representatives from the Indonesian Commercial Shipping Officers Corps Association (IKPPNI), the Indonesian Fisheries Workers Association (AP2I), and the Indonesian Seafarers Workers Association (P3I).


The material presented includes regulations related to business permits for the recruitment and placement of ship crew, non-migrant seafarers, socialization of financial guarantees and protection for ship crew, sea work agreements, CBA and online certificates, as well as the Maritime Labor Convention.
