JAKARTA (ISL News) — The Indonesian Logistics and Forwarders Association (ALFI) welcomes the government's move to reorganize the export governance of three strategic natural resource commodities, palm oil (CPO), coal, and ferro alloy, which will be fully implemented starting January 1, 2027, while proposing that logistics business actors be involved from the initial stages of formulating the derivative regulations.
This was conveyed by ALFI Chairman Akbar Djohan at the "Coffee Morning: Strategic Policy Leaders Dialogue" forum, part of the Road to ALFI CONVEX 2026 series, which was held by ALFI/ILFA in collaboration with the Coordinating Ministry for Economic Affairs of the Republic of Indonesia and initiated by the Indonesian Chamber of Commerce and Industry (Kadin). The forum took place at Graha Sawala, Office of the Coordinating Ministry for Economic Affairs, Jakarta, Tuesday (14/7).
The meeting was attended by more than 170 participants from ministries/institutions, state-owned mining companies, and business associations, and was also attended by the Deputy Minister of Investment and Downstreaming/Deputy Head of the Indonesian Investment Coordinating Board (BKPM) Todotua Pasaribu and the Deputy for Coordination of Commerce and Digital Economy of the Indonesian Coordinating Ministry for Economic Affairs Ali Murtopo Simbolon, who both delivered keynote remarks after the opening by the Deputy Chairman for Downstreaming of the Indonesian Chamber of Commerce and Industry (Kadin Indonesia) Tony Wenas.
Through Government Regulation (PP) Number 24 of 2026 signed by President Prabowo Subianto on May 20, all exports of CPO, coal, and ferro alloy will proceed through one door, namely PT Danantara Sumberdaya Indonesia (DSI), which was formed by the government to improve the practices of under-invoicing, transfer pricing, and the mismatch of export documents with the physical condition of the goods which have been deemed detrimental to state revenue.
The implementation will take place in two stages: during the transition period from June 1 to December 31, 2026, companies will continue to transact directly with overseas buyers while export documentation will be transferred to DSI. Starting January 1, 2027, the entire process, from contracts and shipping to foreign exchange receipts, will be fully taken over by DSI.
This policy is also synchronized with the management of Foreign Exchange Proceeds from Exports (DHE) of Natural Resources in accordance with PP 21/2026, as well as changes to the 2025 Indonesian Standard Industrial Classification (KBLI), which also impacts the national logistics sector.
Akbar Djohan, who also serves as Deputy Chairman for Downstream Development of Iron and Steel at the Indonesian Chamber of Commerce and Industry (Kadin), assessed that this scheme change is relevant not only for the mining and state-owned enterprise sectors, but also the logistics chain that physically carries out the transportation, warehousing, and export documentation of the three commodities, so that input from the operational side is considered important for smooth implementation.
"With this scheme, it is hoped that the practices of under-invoicing, transfer pricing, and even under-declaration can be eliminated, so that Indonesia's natural resources can be utilized optimally and maximally for the welfare of the Indonesian people," said Akbar.
Three Challenges
From the perspective of logistics business actors, ALFI noted three main challenges arising from the 2025 KBLI transition: adjustments to business permits, changes in business scope, and the need for additional capital. According to ALFI, the government needs to address all three through regulatory certainty that supports the business climate, synchronized policies between institutions, and a measured transition period to ensure logistics business actors are not burdened by changes in export governance.
This is considered increasingly important amidst current economic dynamics. Representing more than 4,300 logistics business members across 33 provinces, ALFI proposed that the DSI explain the mechanism for logistics players' involvement in this single export scheme in more detail, as well as that mining licensing digitalization systems such as MODI and E-PNBP be connected to the logistics players' export documentation system. This input was provided as part of an open dialogue with regulators and implementing state-owned enterprises.
The forum's core session, a Strategic Dialogue, was moderated by Juliana Sofhia Damu, Chair of the Permanent Committee for Human Resource Development and Certification of the Indonesian Chamber of Commerce and Industry (Kadin Indonesia), and featured speakers from the Coordinating Ministry for Economic Affairs, the Ministry of Energy and Mineral Resources, and Bank Indonesia, as well as DSI President Director Luke Thomas Mahony, who presented national investment management strategies to support downstreaming.
Two other associations, the Indonesian Coal Mining Association (APBI) and the Indonesian Mining Association (IMA), also delivered responses on behalf of mining businesses in the same session. Juliana considered this forum crucial because it discussed the implications of Government Regulations 21/2026 and 24/2026 on the three commodities managed by the DSI, as well as the impact of changes to the KBLI on the national logistics sector.
She said the ongoing discussions demonstrated a shared vision among stakeholders, that this governance change is aimed at greater national strategic interests. "ALFI CONVEX is a great platform for meeting many business players in the logistics industry. We want to build a more integrated logistics system, and the Indonesian Chamber of Commerce and Industry (Kadin) strongly supports ALFI CONVEX, which will have a significant impact on the national economy," Juliana said.
