KSOP Utama Tanjung Priok issues YOR adjustment policy, Patimban Port can be used for repositioning empty containers

JAKARTA TANJUNG PRIOK (ISL News) – The increasing trend in import volume at Tanjung Priok Port which is not balanced by export volume (imbalance) has caused an accumulation of empty containers at container depots and an increase in the Yard Occupancy Ratio (YOR).


With the depot capacity already full and potentially causing congestion, anticipatory measures are needed to maintain the smooth flow of logistics and prevent potential congestion in the area around the port.


In this regard, the Tanjung Priok Main Port Authority (KSOP) immediately took action by holding a Discussion Meeting on Monday, July 13, 2026, and Wednesday, July 15, 2026, to strengthen the smooth distribution of containers and organize the management of empty containers in the Tanjung Priok Port area.


The meeting was attended by representatives of the Directorate of Traffic and Sea Transportation of the Directorate General of Sea Transportation, the Legal and Cooperation Section of the Directorate General of Sea Transportation, KSOP Class II Marunda, KSOP Class II Patimban, the DKI Jakarta Provincial Transportation Agency, PT Pelindo Regional 2 Tanjung Priok, DPC INSA Jaya, representatives of shipping companies/Main Line Operators, and Container Terminal Operators.


As one of the handling efforts, the Tanjung Priok Main KSOP proposed a temporary policy of adjusting the Yard Occupancy Ratio (YOR) limit at the container terminal from 65% to 70% as part of efforts to optimize terminal capacity management and improve the smooth flow of logistics which will be evaluated after one month of implementation, as well as the addition of gatepasses if needed by the Terminal Operator while still considering traffic conditions both within the terminal and on port access roads.


"This adjustment is expected to provide flexibility in managing container flows amidst increasing logistics activities, while still prioritizing safety, operational smoothness, and quality of service to service users," said Capt. Heru Susanto.


As an alternative solution, Patimban Port can be used to reposition empty containers with a capacity of 1,000 TEUs within 7–10 days. However, further coordination is required, as the Patimban access toll road is only targeted to be operational in the third quarter of 2027. Container trucking can utilize the national road network and the Trans-Java Toll Road to reach Patimban Port.
