JAKARTA INDONESIA (ISL News) - The Ministry of Transportation (KEMENHUB) through the Directorate General of Sea Transportation (Ditjen Perhubungan Laut) conducted a socialization of Law Number 66 of 2024 concerning the Third Amendment to Law Number 17 of 2008 concerning Shipping at the Grand Mercure Kemayoran Hotel, Jakarta, Thursday (28/11).
The socialization was conducted to obtain a common perception and understanding properly and correctly in implementing the substance of the changes to the Shipping Law, which is aimed at the Directorate General of Sea Transportation as regulators and for stakeholders in the field of sea transportation.
"The substance presented in this socialization activity is related to the material on changes to the Shipping Law, where Law Number 17 of 2008 concerning Shipping is already around 16 years old so that improvements are needed to meet the needs of the community and the development of the times," said Secretary of the Directorate General of Sea Transportation, Lollan Panjaitan when opening the Socialization event in Jakarta.
Lollan further stated that Law Number 66 of 2024 carries the spirit of strengthening the Cabotage Principle which has been successfully implemented since 2008, which is realized through the empowerment of competitive and sustainable national sea transportation.
"Also through controlling foreign investment in the shipping sector to provide fair business opportunities for national shipping business actors, strengthening people's sea transportation, organizing ports, optimizing institutions in organizing shipping as well as supervision and enforcement of rules and regulations in the shipping sector," he explained.
Of course, with the enactment of Law Number 66 of 2024, continued Lollan, it will have an impact on the provisions of the Implementing Legislation, such as the Government Regulations and Ministerial Regulations that currently exist.
"We hope that this socialization activity can be used as a means to provide input and improvements to the Legislation which is a mandate of Law Number 66 of 2024," he concluded.
Some of the changes to Law Number 17 of 2008 concerning Shipping that have been agreed upon through discussions between Ministries/Institutions, business actors, associations, academics, practitioners and related stakeholders include:
1. Empowerment of people's shipping;
2. Pioneer shipping and public service obligations for sea freight transportation from and to underdeveloped, remote, outermost and border areas (Sea Toll);
3. Strengthening the Cabotage Principle;
4. Providing joint venture opportunities for services related to water transportation;
5. Provision of financing and taxation facilities for empowering the maritime transportation industry and shipping industry;
6. Adjustment of port organizer nomenclature;
7. Governance for determining tariffs for the use of waters and land and port services;
8. Governance of joint venture vessel registration;
9. Governance of the use of tugboats in pilotage implementation;
10. Removal of ship's frame;
11. Court of Navigation;
12. Surveillance of navigation safety;
13. Provisions on sanctions for foreign vessels; and
14. Employment in the shipping sector.
Also present as participants in the Socialization were all UPTs within the Directorate General of Sea Transportation, representatives of Ministries/Institutions that are part of the Shipping Bill Drafting Committee, associations and business actors by presenting Resource Persons from the Legal Bureau of the Ministry of Transportation and representatives of Technical Directorates within the Directorate General of Sea Transportation.
