SURABAYA (ISL News) - In line with the increase in logistics activity and container flows in East Java, PT Terminal Teluk Lamong (TTL) has recorded increased ship traffic at several terminals it manages. This positive trend is an indicator of strengthening national trade and logistics activity amidst global geopolitical dynamics.
The increasing need of service users for certainty of ship docking schedules, especially in maintaining connectivity of the next shipping route, requires optimization of the service system on the operational side.
Responding to these challenges, TTL implemented a Berthing Window system to create a more planned, timely and reliable ship service pattern.
A berthing window is a system for scheduling ship berthing based on predetermined time allocations. This system provides ships with a more reliable arrival time, reducing waiting time and port stays during loading and unloading.
Berthing Window implementation is currently underway at the Teluk Lamong and Nilam port terminals. The system is scheduled to begin rolling out at the Berlian port terminal on July 1, 2026.
At TPK Berlian, the berthing window scheme is designed for 7-day, 5-day, and 3.5-day periods. For vessels outside these periods, services will be regulated through the Berthing Priority program, a mechanism for prioritizing berthing at the pier based on bookings made by the shipping company.
In order for this system to run optimally, shipping companies are required to provide regular updates on ship arrival schedules or estimated times of arrival.
Terminal Head TPK Berlian, Burhanudin, explained that the implementation of this system is part of an effort to increase service certainty for service users.
"To support this implementation, we will optimize four moorings as dedicated berthing windows. This step is being taken to ensure that ship berthing allocation is more scheduled, organized, and effective," said Burhanudin.
The Berthing Window and Berthing Priority systems that will be implemented at TPK Berlian were socialized to all stakeholders and service users on Monday, June 22, 2026, at the Shangri-La Hotel Surabaya. The activity was also followed by a sharing session with customers, including PT Salam Pacific Indonesia Lines, PT Meratus Line, PT Tanto Intim Line, PT Temas Shipping, PT Indo Container Lines, PT PPN Panurjwan, PT Caraka Tirta Perkasa, and PT Mentari Mas Multimoda.
"This outreach demonstrates our commitment to providing schedule certainty and speed of service to all our users. Through Berthing Window and Berthing Priority, we aim to create a more transparent, organized, and efficient port operational ecosystem, which will ultimately help reduce logistics costs," added Burhanudin.
The implementation of this system is also supported by information technology infrastructure, allowing customers to monitor operational schedules digitally. This step aligns with PT Pelindo Terminal Petikemas' transformation vision to standardize services and increase productivity across all container terminals.
TTL is optimistic that the implementation of Berthing Window and Berthing Priority at TPK Berlian will allow for more effective berthing planning and ship arrival schedules. This system is targeted to reduce vessel waiting times, increase loading and unloading productivity, streamline national logistics flows, and provide added value for service users, particularly shipping lines.
