BELAWAN (ISL News) - Efforts to reduce truck congestion in the Belawan Port area have entered a new phase. PT Prima Multi Terminal (PT PMT), together with Pelindo Regional 1 and PT Belawan New Container Terminal (BNCT), held a socialization event on the implementation of the Terminal Booking System (TBS) for stakeholders at the Pelindo Belawan Grha Office on Wednesday–Thursday (December 3–4, 2025).
This activity is a crucial step towards the full implementation of TBS in the second week of December 2025. The system is part of the National Strategic Program for Corruption Prevention, as well as an initiative to improve orderly logistics traffic and operational effectiveness in port areas.
For years, long queues of trucks have been a perennial problem at terminal entrances, especially during peak loading and unloading hours. Through a reservation mechanism for truck arrival times, TBS is considered capable of reducing vehicle congestion and streamlining container flow.
The Head of Traffic at the Belawan Main Port Operations Office, Didi Supriyadi, assessed the implementation of this system as an urgent need. "Belawan Port has two terminal operators: PT PMT and PT BNCT. With this system, we hope to significantly reduce congestion at the terminal entrances and exits," Didi said at the opening of the socialization event.
He emphasized that this innovation isn't an entirely new system. TBS functions as an additional menu to the existing Parama system. This way, service users—including EMKL and transportation operators—only need to adjust their schedule input within the designated time slots.
Abu Bakar Siddiq, Regional Division Head of Operations at Pelindo Regional 1, explained that TBS has been implemented at several Pelindo terminals across Indonesia. Now, it's time for Belawan Port to align with these measures.
"This is a system with good intentions—to reduce congestion and impact fuel efficiency, smooth logistics activities, and improve safety. We hope for full support from all stakeholders," said Abu.
The implementation of TBS is also seen as part of Pelindo's service transformation, particularly in increasing operational transparency and reducing the potential for misconduct. As the manager of the Belawan Domestic Terminal, PT PMT has prepared several steps to ensure widespread information dissemination.
Wahyudi, Director of Operations and Engineering at PT PMT, stated that the company has opened a dedicated communication channel to assist service users during the transition period. "We will install information banners, update our WhatsApp group communication channels, optimize customer care services, and collaborate with PT ILCS to ensure the system runs smoothly," he said.
With TBS, the terminal will optimize 24-hour receiving and delivery operations, allowing users to select a time slot based on available terminal capacity, starting from the moment they register their container. This method allows the terminal to manage truck flow in a measurable manner and prevent unpredictable backlogs.
Arrival data will also be more accurately recorded for operational management purposes. All terminal managers at Belawan Port are scheduled to implement this system simultaneously by the second week of December 2025. Pelindo hopes that TBS will serve as a starting point for a comprehensive overhaul of the logistics service system, while simultaneously increasing the competitiveness of ports in western Indonesia.
