Ministry of Transportation Issues PM on Harmonization of Inspection and Certification Systems for Indonesian Flag Ships

JAKARTA (ISL News) - The Ministry of Transportation has issued Regulation of the Minister of Transportation of the Republic of Indonesia Number PM 7 of 2024 concerning Harmonization of Inspection and Certification Systems for Indonesian Flag Ships.

The aim of issuing this Ministerial Regulation is to increase efficiency and effectiveness in ship certification services to support shipping safety so that there is a need for uniform inspection schedules and certificate validity periods on Indonesian-flagged ships.

Director General of Sea Transportation Capt. Antoni Arif Priadi said, to accommodate the public's needs regarding uniformity of inspections and validity period of certificates on Indonesian-flagged vessels, regulations related to inspection and certification of ship safety, ship loading lines and prevention of pollution of the maritime environment need to be improved.

"This is the basis for the Ministry of Transportation to harmonize the safety inspection and certification system for Indonesian-flagged vessels as outlined in the legal product Regulation of the Minister of Transportation," said Capt. Antony.  

More Capt. Antoni explained that harmonization of the ship safety inspection and certification system is a guideline in regulating the uniformity of inspection implementation and the type of certification whose application is adjusted to the type and size of the ship.

However, there are several foreign-flagged ships that are excluded, including warships, military transport ships, state ships that are not used for commercial purposes, traditionally built rich ships, tourist cruise ships that are not used for commercial purposes and fishing vessels.

The types of inspections for the issuance or confirmation of ship certificates consist of ship safety checks, ship load line checks, ship pollution prevention checks, ship ballast water management checks, code inspections, ships changing flags from other countries and checks for ships operating in polar waters.

"This Ministerial Regulation takes effect after 6 (six) months from the date of promulgation on April 16 2024 and technical guidance and supervision of the implementation of this Ministerial Regulation is carried out directly by the Director General of Sea Transportation," concluded Capt. Antony.
