Perhubungan Laut Socialization of the Implementation of UNCLOS 1982, to STRENGTHEN INDONESIA'S POSITION AS THE WORLD'S MARITIME AXIS

 As the largest archipelagic country in the world, Indonesia has a very crucial role in maintaining the sustainability and security of its maritime territory. The Ministry of Transportation through the Directorate General of Sea Transportation highlighted that the implementation of the United Nations Convention on the Law of the Sea (UNCLOS) 1982 in Indonesia not only has an important role to ensure the safety and security of shipping and protection of the maritime environment, but also to strengthen Indonesia's position as the world's maritime axis.


"Through UNCLOS, Indonesia can strengthen control over its territorial waters, manage its natural resources more effectively and sustainably, and protect its ecosystem from damage caused by human activities," said the Director General of Sea Transportation, Capt. Antoni Arif Priadi when opening the Socialization of the Implementation of the United Nations Convention on the Law of the Sea (UNCLOS) 1982 in Indonesian Waters held at the Aryaduta Menteng Hotel, Monday (14/10).


Indonesia, said Antoni, has ratified this convention through Law No. 17 of 1985. The implementation of UNCLOS allows Indonesia to claim an Exclusive Economic Zone (EEZ) up to 200 nautical miles from the baseline, which gives exclusive rights to explore natural resources in the area. However, he explained, there are several major challenges in implementing the convention.


“The evolution of transnational crimes such as illegal fishing, unsustainable exploitation of marine resources, and overlapping claims with neighboring countries are issues that require further resolution,” he added, noting that climate change and sea level rise that impact the maritime baseline require adaptation of new policies and strategies.


"The legal framework under UNCLOS must continue to be developed to remain relevant as a guideline in addressing current challenges," Antoni stressed.

 

Ship Reporting System in Indonesian Waters

In addition, as part of efforts to improve shipping safety and security, the Ministry of Transportation through the Directorate General of Sea Transportation has stipulated Decree Number KP-DJPL 455 of 2024 concerning Guidelines for the Implementation of the Ship Reporting System. This decree recommends that ships entering and leaving Indonesian waters report to shipping telecommunications facilities.


"In addition, we have prepared 24-hour supervision carried out through the Maritime Coordination Center (MCC), which is responsible for broadcasting shipping safety information throughout Indonesia," said Antoni. With this system, it is hoped that shipping safety and security in Indonesian waters can be maintained, in line with the Regulation of the Minister of Transportation Number PM 4 of 2023.


On the same occasion, Director of Navigation, Capt. Budi Mantoro, said that through this education and socialization, it is hoped that all levels of society, from regulators, shipping operators, to academics, understand the importance of UNCLOS 1982 and the urgency of Indonesian waters sovereignty as a shared task and responsibility.


"We hope that this socialization can maximize the benefits of implementing UNCLOS 1982, while ensuring sustainable and safe water management in the future. With the right knowledge, the community is also expected to contribute to maintaining shipping safety and preserving the marine environment, as well as supporting government policies based on UNCLOS," explained Budi.


Also present as resource persons in this socialization were the Ambassador Extraordinary and Plenipotentiary of the Republic of Indonesia to the Federal Republic of Germany, the Director of Law and Territorial Agreements of the Ministry of Foreign Affairs, and Academics from Gadjah Mada University and attended by various stakeholders ranging from Ministries/Institutions to associations, both online and offline.
