BANDUNG (ISL News) - The Cibitung-Cilincing Toll Road (JTCC) is now fully connected to five toll road sections in the Jakarta Outer Ring Road (JORR) 2 network. The toll road, built and operated by PT Pelindo Solusi Logistik Group through PT Cibitung Tanjung Priok Port Tollways (PT CTP Tollways), was inaugurated by Vice President Ma'ruf Amin on Tuesday last week (9/7/2024).
Senior Consultant Supply Chain Indonesia (SCI) Sugi Purnoto said that the toll road has been awaited by many parties for quite a long time, including the transportation and logistics industry. The connectivity of the toll road has an important impact on the flow of logistics, especially for shipments to the southern region of Jakarta to Bogor, Cianjur, Ciawi, and Sukabumi which have so far been centralized at the Cikunir and JORR interchanges or the Halim, Cawang, and Jagorawi Toll access.
This toll access can reduce travel time between 30-60 minutes when compared to Cikunir and Cawang access. If the toll rate is competitive, then the efficiency of logistics transportation can reach 30-50% obtained from reduced operational costs, maintenance costs, asset utilization, and increased delivery lead time and reduced accident risk.
For the manufacturing industry, the toll road will smooth and speed up the process of shipping raw materials (inbound), both from ports and local suppliers, as well as shipping products to customer companies.
The increase in access by toll roads will encourage the development and development of industrial areas near toll roads with special access. Several toll roads have supported the existence of a number of industrial areas such as the Japek, Jagorawi, Jakarta-Tangerang, Jakarta-Merak, Surabaya-Malang toll roads, and others.
For the transportation and logistics industry, the existence of toll roads has the potential to increase fleet utilization, because the lead time for delivery is faster by 30-50%. Fleet operational and maintenance costs are more efficient, because toll access allows the fleet to run in constant conditions in the speed range of 60-80 km/hour.
Nationally, the existence of toll roads will reduce traffic density on national roads or arterial roads, such as the Pantura road, the Cikopo-Padalarang arterial road, and the Sumatra cross-road. This also has an impact on reducing the cost of maintaining national roads.
The use of toll roads also has the potential to reduce the risk of accidents due to reduced contact between transportation fleets and two-wheeled vehicles and others.
Sugi proposed that the JTCC tariff for all groups be a maximum of 20-30% higher than the JORR toll road. If it is too expensive like the Port Toll Road from Cibitung to Priok, then the JTCC has the potential to be less attractive to users and is only used as an emergency alternative, not for routine operational activities including for transportation and logistics actors.
Competitive toll rates will encourage transportation and logistics business actors to use them, so that the potential for high income for toll road operators can be expected from the high volume (large number) of vehicles passing through.
