 - Seaman's Books and Safe Manning Documents are important elements in terms of ship manning documents. Therefore, the Directorate General of Sea Transportation, Ministry of Transportation, continues to innovate and strives to provide the best service to service users in the field of sea transportation in the form of the Online Seafarer's Book service.


"The Online Seafarers' Book functions as a database and control for seafarers who work on ships, both on Indonesian-flagged and foreign-flagged ships," said the Director of Shipping and Maritime Affairs, Hartanto, when opening the Technical Guidance for Ship Manning in Jakarta, Thursday (7 /3/2024).


Hartanto further said that with the online seaman's book, whose publication locations are spread across various regions in Indonesia, ship crews can easily access the information needed to carry out ship manning safely and efficiently, as well as ensuring compliance with applicable maritime regulations.


"The Online Seafarer's Book is also used as a form of protection for seafarers, namely by ensuring that there is a Seafarer Employment Agreement (PKL) known as the Seafarer Employment Agreement (SEA) and also a registered Collective Bargaining Agreement (CBA) which is the basis for documents at the time of certification in the seafarer's book and in the certificate book. "In other words, there are no longer any sailors who will be issued a sign-on certificate in their sailor's book without having a sign-off certificate first," said Hartanto.


On the same occasion, Head of Sub-Directorate for Maritime Affairs, Directorate of Shipping and Maritime Affairs, Capt. Maltus emphasized that his party does not recognize any compromise regarding fraudulent practices in making the Seaman's Book. 


"Making a Seaman's Book online will minimize the occurrence of falsification of seaman's books, as well as sailing experiences that can no longer be manipulated," said Maltus.


For information, in accordance with Minister of Transportation Regulation Number KM. 30 of 2008 concerning Seafarers' Identity Documents, it is stated that every person who works as a crew member on a commercial ship measuring 35 GT or more, for motor ships measuring 105 GT or more, for traditional ships or fishing vessels measuring 12 meters or more is required to have a Seaman's Book. .


A sailor's book is an official state document issued by the government which contains the physical identity of a sailor which is not based on fingerprint biometric standards and is not a travel document and cannot replace a passport.


Capt. Maltus hopes that the holding of this Ship Manning Technical Guidance can be a means of improving the quality of human resources for supervisors, operators and certificate registration officials within the Directorate General of Sea Transportation as well as a forum for improving the quality of ship seaworthiness and sailing safety so that a shipping safety situation is achieved as mandated in Law Number 17 of 2008 concerning Shipping.
