SURABAYA (ISL News) – PT Pelabuhan Indonesia (Persero) Regional 3 received a visit from the Ministry of National Development Planning (PPN)/National Development Planning Agency (Bappenas) at the Surabaya Container Terminal (TPS) on Monday (October 26, 2026). The visit was part of an effort to sharpen the implementation of the 2027 Government Work Plan (RKP) and the preparation of the 2028 RKP in East Java Province.
The Bappenas delegation, led by Heriyadi, Director of Development Planning Synergy and Governance, was welcomed by Purwanto Wahyu Widodo, Head of the Java Sub-Regional Office of Pelindo, and Noor Budiwan, Director of Operations at TPS. The delegation then inspected operational activities and port services at TPS.
Through this field visit, the group gained insight into the strategic role of Tanjung Perak Port, particularly the Surabaya Container Terminal, as one of the main gateways for national trade and logistics in eastern Indonesia. The visit also provided an opportunity to assess the need for infrastructure development and improved logistics connectivity to support regional and national economic growth.
Director of Synergy and Governance of Development Planning at Bappenas, Heriyadi, on the occasion stated that field reviews are an important part of aligning development planning with actual needs and conditions on the ground.
"Through this review, we want to gain a firsthand understanding of the needs and potential for port development as input for future development planning," Heriyadi said.
Meanwhile, Pelindo's Java Sub-Regional Head, Purwanto Wahyu Widodo, said that Pelindo continues to encourage the development of port facilities and services that are in line with the direction of national development policies, including increasing capacity, operational efficiency, and integrating logistics connectivity.
"Tanjung Perak Port plays a strategic role as a major logistics gateway in eastern Indonesia. We hope the port's development plans will continue to align with the government's development priorities," said Purwanto Wahyu Widodo, known as Ipung.
Through synergy between the government, port operators, the business world, and other stakeholders, Tanjung Perak Port is expected to continue to develop as a major logistics hub that supports the smooth distribution of goods, equitable development, and national economic growth.
In a discussion session held at the Surabaya Container Terminal, Bappenas and Pelindo discussed various aspects of developing an integrated port network that supports maritime transportation efficiency and reduces national logistics costs. Bappenas highlighted the high national logistics costs, which are still dominated by the transportation sector, necessitating the development of container hubs in various regions, improvements to port facilities, and strengthening integrated maritime transportation services. The discussion also emphasized the importance of integration and governance of integrated port network planning to create a more efficient and competitive logistics system capable of supporting national economic growth.
In its presentation, Pelindo explained that the development of Tanjung Perak Port has been integrated with the National Port Master Plan (RIPN), the Tanjung Perak and Gresik Port Master Plans (RIP), and regional spatial planning documents. The development focuses on increasing port capacity, strengthening multimodal connectivity, and digitizing port services to support the smooth flow of goods and improve operational efficiency.
Pelindo also outlined a number of strategic initiatives currently underway following the integration, including national standardization of port services, strengthening the end-to-end integrated logistics ecosystem, integrating information technology systems, optimizing inter-port connectivity, and developing logistics and hinterland services to support the national supply chain. Through this transformation, Pelindo serves not only as a port operator but also as an integrator of the national maritime and logistics ecosystem.
Meanwhile, TPS also presented various efforts to improve container services through equipment modernization, increased terminal operational productivity, development of multimodal connectivity, and strengthening service integration with industrial areas and logistics centers in the hinterland of Tanjung Perak Port. These initiatives are aimed at supporting smooth distribution of goods, enhancing logistics competitiveness, and strengthening Tanjung Perak's position as a major trade gateway in eastern Indonesia.
In response to these presentations, the Bappenas Team expressed its appreciation for the transformation and integration efforts undertaken by the Pelindo Group. Bappenas believes that the approach, which prioritizes integration between port development, transportation connectivity, industrial areas, and logistics networks, is a crucial step in realizing a more efficient national logistics system. Input from these field visits and discussions will inform the refinement of the 2027 and 2028 RKP (Work Plans), particularly regarding the development of national connectivity and an integrated port network.
