JAKARTA (ISL News) - PT Terminal Teluk Lamong (TTL) won a prestigious award at the 2026 CSR & Sustainable Village Development (PDB) Awards for its Fishermen's Empowerment Program, "Development of Soka Crab Cultivation Groups." This program is part of TTL's efforts to strengthen the economic independence of coastal communities surrounding the company's operational areas.
The event, held by the Ministry of Villages and Development of Disadvantaged Regions in collaboration with the Indonesian Social Sustainability Forum (ISSF), recognized various corporate initiatives in promoting community empowerment and sustainable development.
The award was presented by the Director General of Aquaculture at the Ministry of Maritime Affairs and Fisheries (KKP), Dr. Tb. Haeru Rahayu, A.Pi., M.Sc., during the 2026 CSR & PDB Awards held at the Ministry of Villages and Development of Disadvantaged Regions Building in Jakarta. The award was received directly by Dahlia Permata Sari, Corporate Communications Manager of PT Terminal Teluk Lamong, representing the company.
The development of the Soka Crab Cultivation Group will be implemented in two phases: Phase I (2024–2025) and Phase II (2025–2026). The program targets fishing groups in the Ring 1 area of TTL, including Romokalisari and Tambak Osowilangun Villages in Surabaya City, and Tenggulunan Village in Gresik Regency.
The program was developed based on mapping community needs, particularly in providing alternative livelihoods, increasing household income of fishermen, utilizing coastal resource potential, and strengthening group skills and capacity.
Soft-shell crab cultivation was then developed through a crab apartment system as a cultivation approach that is suitable for coastal community conditions.
In its implementation, TTL provides support for cultivation facilities, along with regular mentoring and monitoring. This process involves farmer groups, communities, program facilitators, sub-district governments, and companies to monitor program progress, identify obstacles, and develop follow-up actions.
The program's impact has also been independently measured. In Phase I, a third-party Social Return on Investment (SROI) evaluation recorded a total social impact of Rp939,075 million, with an SROI of 4.92. This means that every Rp1 invested generates Rp4.92 in social value.
The measurements covered the program's economic, social, and environmental impacts. Furthermore, the Community Satisfaction Index (CSI) reached 3.73, or 93.24, with a performance quality of A (Very Good). The measurements were conducted across three program stages: planning, implementation, and results and achievements.
Entering Phase II, program evaluation showed consistent technical assistance, increased group independence in carrying out cultivation operations, and improved management of water quality and cultivation facilities.
Corporate Communication Manager of PT Terminal Teluk Lamong, Dahlia Permata Sari, said that community empowerment needs to be directed not only at implementing activities, but also at developing the community's ability to continue the program's benefits independently.
"For us, the success of an empowerment program isn't just measured by the implementation of activities, but by the extent to which communities are able to take part and continue the program's benefits independently. Therefore, we encourage group capacity building, business governance, and mentoring, implemented in stages," said Dahlia.
In line with these efforts, the Director General of Aquaculture at the Ministry of Maritime Affairs and Fisheries, Tb. Haeru Rahayu, A.Pi., M.Sc., also expressed his appreciation for the various innovations and empowerment programs developed by the business world in supporting the development of the fisheries sector and improving community welfare.

This statement aligns with the Ministry of Marine Affairs and Fisheries' (KKP) focus on developing innovation in aquaculture. On several occasions, the KKP has emphasized that innovation and the use of technology can support both productivity and the sustainability of aquaculture businesses.
For TTL, this award is a form of appreciation for the empowerment process built with the community and also serves as encouragement to continue improving the quality of TJSL implementation.
Going forward, TTL is committed to continuously strengthening the implementation of Community-Based Social and Environmental Management (TJSL) that is based on community needs, has measurable impact, and encourages beneficiary independence. Through local potential development, capacity building, and collaboration with the government, communities, and other stakeholders, TTL will continue to encourage the creation of long-term benefits that are not only felt during the program's implementation but can also continue to grow and be managed independently by communities surrounding its operational areas.
