Perhubungan Laut Tightens Supervision of Operational Activities at Ports

 – A number of efforts continue to be intensively carried out by the Ministry of Transportation (Kemenhub) to improve supervision and regulation of port usage permits, one of which is by tightening supervision in granting operational permits for activities at ports.


"The Ministry of Transportation has issued operational permits for ports listed in the RIPN, including permits for Special Terminals (Tersus) and Terminals for Self-Interest (TUKS) that have processed permits to become Port Business Entities (BUP). Apart from that, the Ministry of Transportation has never issued operational permits for unofficial ports," said Director General of Sea Transportation, Capt. Antoni Arif Priadi in Jakarta (6/2/2025).


Currently, there are 636 existing port locations included in the National Port Master Plan (RIPN) based on the Decree of the Minister of Transportation Number KP 432 of 2017 concerning the National Port Master Plan, consisting of 28 Main Ports, 164 Collector Ports, 166 Regional Feeder Ports and 278 Local Feeder Ports. In addition, there are 1,322 Port Location Plans and 57 Terminals which are part of Public Ports.


"The ports listed in the RIPN are ports that will be planned for construction, operation, and development. For that, all ports must have permits and be managed properly based on Good Corporate Governance (GCG). No one should abuse their function by serving port activities for other interests outside those specified," said Capt. Antoni.


One of the characteristics of a port that has a permit is usually to install a port nameplate, including on Tersus and TUKS installing a Business Licensing Legality Information Board in accordance with the Decree of the Director General of Sea Transportation Number A.963/AL.308/DJPL concerning the Implementation of the Installation of Business Licensing Legality Information Boards for Special Terminals/Terminals for Self-Interest (TUKS) and Special Terminals/Terminals for Self-Interest (TUKS) Temporarily Serving the Public Interest.


By installing this sign, the public and related parties can easily find out the legality of port or terminal operations according to applicable regulations.


"If there are people who know of an unlicensed port, they can report it to the nearest Harbor Master's Office or local law enforcement or through the Directorate General of Sea Transportation's Complaint Number - 081119642754," he added.


Furthermore, the Ministry of Transportation is also committed to improving supervision of safety, security and law enforcement in Indonesian waters through synergy and collaboration with related parties, while still following international laws in force at the International Maritime Organization (IMO).


"In an effort to enforce the law against illegal actions in the waters, we continue to collaborate with stakeholders such as the TNI, Polri, Customs, Bakamla, Regional Governments, and other related parties in carrying out the task of monitoring and guarding the waters in the territory of the Republic of Indonesia, including optimizing patrol activities of state ships according to the operational area by paying attention to the vulnerability map of the area," he concluded.
