  - The presence of KM 11 of 2024 concerning the Integrated Tanjung Priok and Marunda Port Master Plan, on the one hand, certainly provides legality for stakeholders, especially Pelindo as the owner of the Land Management Rights or HPL to develop the land and sea sides within the scope of Tanjung Priok Port.


On the other hand, the presence of KM 11/2024 can be said to still be a question for many people, for whom is the presence of KM 11/2024? Is it only for PT Pelindo (Persero) or also others?


To answer this question, Saiful Anam as the ISL News Editorial Team conducted a special interview with M. Takwim Masuku , as the Head of the Tanjung Priok Main Harbormaster and Port Authority Office (KSOP), at his office on Friday, July 5, 2024. The following is an excerpt from the interview :


According M Takwim Masuku, to the Main KSOP Tanjung Priok, KM 11 of 2024 concerning the integrated RIP Tanjung Priok and Marunda applies to all parties and stakeholders in the ports of Tanjung Priok and Marunda. Both the Government, BUMN and the private sector. Because this RIP is a document containing the regulation of port space as a guideline for the construction, arrangement, operation and development of ports according to the stages and levels of need.


"As a Port Business Entity that currently operates the Tanjung Priok port and has received concession rights from the Government, PT. Pelindo is obliged to organize and develop the port according to the mechanisms, needs and stages that have been planned in the Port Master Plan," said M Takwim.


On the other hand. He continued, KSOP Utama Tanjung Priok and KSOP Marunda as the port organizers will continue to carry out their regulatory functions in their respective work areas to oversee the implementation of KM 11 in 2024 so that it runs in accordance with the policy direction and stages listed in the Port Master Plan.


"RIP Tanjung Priok and Marunda Integrated according to KM 11/2024 means that the development and development policies of the two ports will continue to support each other. The development and development of the areas in the two ports will support each other in order to answer the increasing demands for logistics distribution needs," he continued.


It is said, as the largest port in Indonesia with a contribution and distribution of logistics of 65% nationally, Tanjung Priok needs support for the development of zoning and areas with other ports around it. Not only Marunda but also other ports such as Sunda Kelapa.


"In the RIP according to KM 11 of 2024, to optimize the Tanjung Priok port area as a cargo/container port, the passenger terminal at Tanjung Priok port will be moved to Sunda Kelapa port, and cargo/container loading and unloading activities at Sunda Kelapa port will be moved to Tanjung Priok," he explained.


The next role of the Tanjung Priok Main KSOP in implementing KM 11/2024 concerning the Tanjung Priok Port RIP is that  the Tanjung Priok KSOP as the regulator and port organizer will continue to socialize this RIP to all stakeholders in order to know and comply with it and become a guideline for the development and development of port activities in the future.


"As is known, RIP is divided into 3 stages of development and expansion, namely the short-term stage from 2023 to 2027, the medium-term stage from 2023 to 2032 and the long-term stage from 2023 to 2042," he explained.


At each stage, he added, a time line will be prepared and the Main Ksop of Tg Priok and Ksop. Marunda as the port organizers will carry out supervisory functions to ensure that construction and development are in accordance with the stages and time lines that have been set.
