 – The Harbor Master has the authority to carry out ship accident inspections in the context of preliminary examinations so that professional and integrity Human Resources (HR) are needed who master the ship accident inspection function and standard Standard Operating Procedures.


This was conveyed by the Director of the Maritime and Coast Guard Unit (KPLP) represented by the Head of Sub-Directorate for Orderly Sailing Radzaman when opening the 2024 Fiscal Year Ship Accident Inspection Refreshment activity at the Loman Park Hotel Yogyakarta on Thursday (7/3/2024).


According to Radzaman, in order to produce quality preliminary ship accident inspection reports that comply with the provisions, the ship accident examiner must truly master all applicable regulations, both international and national regulations.


"For this reason, the KPLP Directorate carries out activities to continuously increase the competency of human resources for ship accident examiners, as we are doing now," he said.


It is hoped that through this activity, ship accident examiners will always be up to date on the current situation of ship accident cases that occur and be able to contribute to providing the best solutions to the relevant parties when ship accidents occur in accordance with applicable statutory provisions.


"I reiterate that the acceleration of reporting of ship accidents, especially foreign ship accidents that occur in Indonesian waters, is to receive serious attention and the reports provided must come from the Head of the local UPT, not from others," said Radzaman.


Furthermore, he requested that when on duty ship accident examiners be able to utilize existing reporting facilities and infrastructure and be able to maximize the sophistication of communications technology to accelerate reporting of ship accident incidents.


"Ship accidents are something we don't expect, but if a ship accident occurs, it is hoped that ship accident examiners will have the knowledge and skills in accordance with applicable laws and regulations and can carry out inspections professionally and with integrity," said Radzaman.


This activity was attended by 30 ship accident examiners representing UPT within the Directorate General of Sea Transportation and presented resource persons from the Shipping Court who delivered material on Completeness of Advanced Inspection Filing, then from the NTSC with material on Investigation Methods and P&I Correspondents in Indonesia who explained the role of insurance in accident.
